Council on Legislation - a summary

I have had several requests for this information and so I am attaching the official COL conclusion report by the RI Secretary General Ed Futa .  Going through the material gives an insight into the meaning and content of Rotary, besides the thinking and working of those on the ground.

This is the final comprehensive report from the RI headquarters.  All the changes in form of enactments came into effect on the 1st July 2010. The Manual of Procedure for 2010 (applicable then for 3 yeas till the next COL in 2013) will be distributed to Clubs once printed.
